External stakeholder perspective on green human resource management practices: A prioritisation analysis from the perspective of environmental NGOs

Abstract
This study analyses the contribution of green human resource management (GHRM) practices in organisations to environmental sustainability, based on evaluations by environmental non-governmental organisations (NGOs), which represent powerful external stakeholders. Drawing on the external stakeholder perspective in stakeholder theory, the study offers a critical and complementary perspective on GHRM research that has predominantly focused on internal organisational actors. A GHRM criteria set developed specifically for the Turkish context was employed, and the Analytic Hierarchy Process (AHP), a multi-criteria decision-making method, was applied. Based on the evaluations of experts representing five environmental NGOs with high institutional capacity and influence in Türkiye, the relative importance of the main and sub-criteria was determined. The findings show that collective and outward-oriented practices, such as environmental corporate social responsibility (CSR), green organisational culture, and collaborations with NGOs, are prioritised for their contribution to environmental sustainability. In contrast, more technical practices such as online recruitment and digital training were found to have relatively lower importance. The study contributes to the GHRM literature by providing an external stakeholder-based, context-sensitive evaluation framework that offers concrete implications for both theory and practice.
