Türkiye’de enflasyon dinamikleri: ENSO rejimleri, politik döngüler ve duruma bağlı Phillips eğrisi analizi

Öz
Bu çalışma, Türkiye’de enflasyon dinamiklerini duruma bağlı Phillips eğrisi çerçevesinde, içsel ve dışsal faktörleri bütüncül biçimde ele alarak incelemektedir. Analizde 2005–2025 dönemine ait aylık veriler kullanılmış ve farklı tahmin ufuklarındaki koşullu ilişkiler yerel projeksiyon (LPs) yöntemiyle tahmin edilmiştir. Bulgular, işsizlik açığı ile ileriye dönük enflasyon değişimi arasındaki ilişkinin ENSO rejimine, tahmin ufkuna ve alt dönemlere göre farklılaştığını göstermektedir. Nötr ENSO koşullarında işsizlik açığının doğrudan katsayısı kısa ve orta vadede istatistiksel olarak anlamlı değilken, El Niño rejiminde söz konusu ilişki özellikle kısa vadede belirgin biçimde negatifleşmektedir. Bununla birlikte yapısal kırılma analizi, kısa dönemli El Niño ilişkisinin örneklem boyunca istikrarlı olmadığını ve negatif farklılaşmanın özellikle Ağustos 2021 sonrasında güçlendiğini ortaya koymaktadır. El Niño bulgusu daha uzun tahmin ufuklarında zayıflamakta ve dinamik spesifikasyona daha duyarlı hâle gelmektedir. La Niña koşullarında ise işsizlik açığının toplam marjinal etkisi 18 ve 24 aylık ufuklarda pozitif yönde farklılaşmaktadır; ancak El Niño ve La Niña eğimleri arasındaki doğrudan farkın kısa ve orta vadede anlamlı olmaması, genel bir ENSO asimetrisi yorumunu sınırlandırmaktadır. Genişletilmiş model sonuçları ise döviz kuru hareketleri ile ileriye dönük enflasyon değişimi arasındaki pozitif ilişkinin kısa vadede yoğunlaştığını, ilaveten küresel tedarik zinciri baskılarının orta ve uzun vadeli ufuklarda daha belirgin hâle geldiğini göstermektedir. Fed politika faizinin katsayısı yalnızca 12 aylık ufukta sınırlı ve pozitif bulunurken, reel ekonomik aktivitenin ilişkisi tahmin ufkuna göre değişmektedir. Seçim ve referandum öncesi dönem kuklası yalnızca uzun vadede negatif ve anlamlı bulunmuş; işsizlik açığı ile politik dönem etkileşimi ise temel spesifikasyonda anlamlı çıkmamıştır. Dolayısıyla politik döngülerin Phillips eğrisinin eğimini sistematik biçimde değiştirdiğine veya gecikmeli enflasyonist baskılar oluşturduğuna ilişkin güçlü bir kanıt elde edilememiştir. Genel olarak bulgular, Türkiye’de enflasyon dinamiklerinin ENSO rejimleri, döviz kuru hareketleri, küresel arz koşulları ve yurt içi ekonomik gelişmeler arasındaki ilişkinin zaman, rejim ve tahmin ufkuna bağlı niteliği dikkate alınarak değerlendirilmesi gerektiğine işaret etmektedir.
