Öz
Çalışma yaşamında hızlı teknolojik gelişmelerin hizmet sektörünü ön plana çıkarmasıyla birlikte, bilgi temelli iş gücüne olan gereksinim artmıştır. Bu durum, daha yüksek düzeyde uzmanlaşmış personel ihtiyacını gündeme getirmiş ve bilgi işçilerine olan talebi artırmıştır. Bu bağlamda, ROWE modelinin bilgi işçilerine yönelik istihdam ihtiyaçlarını karşılamada potansiyel bir çözüm sunduğu değerlendirilmektedir. Bu çalışmanın amacı, Sonuç Odaklı Çalışma Ortamı (ROWE) modelini kapsamlı biçimde ele alarak temel özelliklerini, insan kaynakları yönetimi (İKY) uygulamalarıyla ilişkisini ve diğer İKY modelleriyle benzerlik ve farklılıklarını ortaya koymaktır. Çalışma, aynı zamanda ROWE’nin performans yönetimi ve yetkinliğe dayalı insan kaynakları yönetimi (YDİKY) yaklaşımlarıyla etkileşimini inceleyerek, stratejik insan kaynakları yönetimi (SİYK) bağlamındaki katkılarını ve entegrasyon biçimlerini değerlendirmektedir. Araştırma, betimsel nitelikte bir literatür taramasına dayanan kapsamlı ve sistematik doküman analizi yöntemiyle gerçekleştirilmiştir. Bulgular, ROWE’nin İKY alanında stratejik bir önem taşıdığını göstermektedir. Bu yönüyle çalışma, ROWE’nin örgütsel yapıları, yetkinlik temelli uygulamaları ve performans odaklı süreçleri nasıl dönüştürdüğüne ilişkin bütüncül bir çerçeve sunarak literatürde önemli bir boşluğu doldurmaktadır.
