Öz

Bu çalışma, Türkiye’de küçük ve orta büyüklükteki işletmelerin (KOBİ’lerin) istihdam ve ekonomik değer üretimi bakımından sektörel olarak nasıl farklılaştığını incelemektedir. Araştırmada 2020–2024 dönemi TÜİK verileri kullanılarak, ciro verisi eksiksiz olan NACE Rev.2 bölüm düzeyindeki 17 sektör KOBİ’lerin toplam girişim sayısı, toplam istihdam ve toplam ciro içindeki payları açısından değerlendirilmiştir. Yıllık dalgalanmaların etkisini azaltmak için beş yıllık aritmetik ortalamalar hesaplanmış, değişkenler z-skoruyla standartlaştırılmış ve Ward bağlantı yöntemi ile Öklid uzaklığına dayalı hiyerarşik kümeleme analizi uygulanmıştır. Dendrogram, birleşme mesafeleri, silhouette katsayıları ve kuramsal yorumlanabilirlik birlikte değerlendirilerek dört kümeli çözüm seçilmiştir. İmalat ile toptan ve perakende ticaret ekonomik ağırlığı yüksek kümede; ulaştırma, inşaat, konaklama, mesleki faaliyetler ve idari destek emek yoğun hizmet kümesinde yer almıştır. Eğitim, sağlık, bilgi ve iletişim ile gayrimenkul uzmanlık odaklı; tarım, madencilik, enerji, su ve atık yönetimi, kültür ve sanat ile diğer hizmetler temel kaynak ve altyapı odaklı kümede toplanmıştır. Bulgular, KOBİ politika araçlarının sektör gruplarına göre farklılaştırılması gerektiğine işaret etmektedir.
