Öz

Bu çalışmada, Türkiye’nin insana yakışır iş ve ekonomik büyüme göstergelerine dayalı performansının değerlendirilmesine yönelik nesnel ve bütünleşik bir Çok Kriterli Karar Verme (ÇKKV) modeli önerilmektedir. Önerilen hibrit karar çerçevesi, çok boyutlu göstergelerin ağırlıklarının belirlenmesinde iki aşamalı objektif bir yapı sunan Logarithmic Percentage Change-driven Objective Weighting (LOPCOW) ve CRiterion Importance Based on SUm of Squares (CRISUS) yaklaşımlarının birlikte kullanımına; performans sıralamasının elde edilmesinde ise uzlaşmacı yapısıyla öne çıkan Combined Compromise Solution (CoCoSo) yönteminin entegrasyonuna dayanmaktadır. Modelin analitik geçerliliği ve uygulama başarısı, Türkiye için 2005–2024 dönemine ait yıllık veriler kullanılarak gerçekleştirilen bir vaka çalışması ile test edilmiştir. Nihai ağırlıklandırma sonuçları, insana yakışır iş ve ekonomik büyüme performansını açıklamada göstergelerin eşit öneme sahip olmadığını ortaya koymaktadır. Bulgulara göre, 100.000 çalışan başına ölümcül olmayan mesleki yaralanmalar göstergesi en yüksek öneme sahip belirleyici olarak öne çıkarken, GSYİH başına yerli fosil yakıt tüketiminin göreli önemi oldukça sınırlıdır. CoCoSo yöntemiyle elde edilen sıralama sonuçları, Türkiye’nin insana yakışır iş ve ekonomik büyüme performansının yıllar itibarıyla dalgalı bir seyir izlediğini; 2014 yılının en yüksek, 2005 yılının ise en düşük performansın gözlendiği dönemler olduğunu göstermektedir. Ayrıca duyarlılık ve karşılaştırmalı analizler, önerilen modelin sıralama sağlamlığını ve metodolojik güvenilirliğini desteklemektedir. Elde edilen bulgular, politika yapıcılar için öncelikli müdahale alanlarının belirlenmesine yönelik önemli çıkarımlar sunmaktadır.
